Pressure canning my own tomato sauce recipe?

I was confused by something I saw on the NCHFP site -- it gives a spaghetti sauce recipe for pressure canning, then instructs that the proportion of low-acid veggies to tomatoes shouldn't be changed. I wanted to can my own recipe, and this instruction gave me pause. I thought pressure canning meant you didn't have to worry about the proportions? I mean, if you can pressure can more or less any soup, why wouldn't I be able to can my own tomato sauce recipe?
