Allamanda didn't bloom again this year - my mistake?

I planted these in a sunny area of my yard in the summer of 2005. Was a beautiful showing. I can't remember how nice they looked last summer, but they probably looked bad then too (I was nine months pregnant, memory failing!). I recall, however, doing a hard cut back at some point - could have been last spring, summer or early fall - or maybe even the first winter I had them because they were awfully leggy. A good long while ago. Let me get to the question, though - this summer they have a lot of green leaves but have not bloomed a bit. Put a little bloom buster on them around April, still nothing.

Are these truly perennials? Did I make a big mistake cutting them back (do they need a couple of years to recover)? Is recovery possible?
