Plumeria not blooming - too late?

For our plumeria pros:

I have several, some I even started from seed, and most are going to bloom this year. But I have a couple that have never bloomed. They are both 3 feet tall, but just the single stalk and they don't show any signs of blooming this year either. Are some just born sterile or am I doing something wrong. All get about the same amount of sunlight (filtered through patio screen), sporadic watering and sporadic feeding.

Is there any chance I can shock them into blooming yet this year? What would you recommend? I heard recently (from who? Laura?) that a shot of epsom salts would help. How much? How often? Would a 'bloom buster' type fertilizer help?

I recently moved this tall guy (on the left towards the back) out of the patio hoping a little more direct sunlight would help trigger blooming. Unfortunately now he only gets morning sun.
