Soil test results, what do they mean?

I have had real problems with putting roses in the ground, even on fortuniana. I finally broke down and did a 'real' soil test from the University of Fl, not just one from Lowe's testing kit.

Here is what it said:

PH 6.9

phosphorus 256, very high

potassium 54, medium

Magnesium 199, very high

Calcuium 5075, very high

For recommendations they only adding potassium. They didn't test for nitrogen.

To 'fix' my soil I have kept adding ammendments, about 98% organic. Does this soil test say to do nothing because I have done too much? If so, how long do I do nothing? I'm not good at doing nothing. I always want to be fussing. About 2 years ago when I was already having problems with my newer roses flourishing (even on fortuniana rootstock) I dug out a ton and put in bags and bags of cow manure compost and top soil. It didn't help. I have been putting down lots of eucalyptus mulch for a long time in this bed. Thanks for your help.
