Pruning help

I know about the 3 pruning groups but I have a newsletter from a nursery that suggests pruning all groups to 5 inches from the ground in late winter/early spring the first year after planting and a second year pruning to about 3 feet on groups 1 and 2. These sacrifices flowering on groups that bloom on old wood but promises better flowering in years to come and flowerings from the base instead of 4 ft off the ground. Next spring will be the first year of spring for all my clematis. Any suggestions or comments please.
