Two 'The Presidents' One with Blooms, One Without

Last year I bought two Clematis "The President" on the same day at the same place. This year, they are both growing, but one is growing foliage like crazy, but has no flower buds. The other is growing a bit more slowly but has several flower buds.

They are planted in the same garden bed along a fence, and are about 4 feet apart. So they have the exact same growing conditions!

Any thoughts as to why one is flowering and the other isnt?

A theory I have is that when I fertilized the other plants in the bed with Miracle Grow, one of the clematis got hit by mistake when I fertilized a plant near it? IS there any way to make it bloom this year if that's the case? (I haven't fertilized the clematis at all...deliberately that is.)
