[Help!] something pretty and something ugly on my succu

So, my succulent is an Alpenglow (Vera Higgins). Its very pretty, and I got it around a month ago. Its been repotted and although being new to succulents I've done my best and it seems pretty much satisfied. But theres something that worries me.

I can't tell if it has rot on some of the leaves. As you see in the picture, parts have a light crust on them. the plant is sort of dusty still from repotting so small specs is that. but other parts are more obvious.

Another thing I'm curious about is the little flower thats been blooming on it. I had no idea that happened with that plant. Does this happen a lot with succulents?

Anyways, if these are dots of rot on the plants, please let me know what i should do about it.
