Growing Mediterranean climate plants in So Cal garden

I live in Los Angeles (Coastal Sage Scrub plant community) and want to plant some drought-resistant plants that flower in my front yard.

Can anyone suggest plants from S. Africa, Australia, Mediterranean that would grow in Los Angeles in clay soil, have pretty flowers (red, blue, white, yellow, etc), are drought resistant, and mature between 1-4 feet in height?

I'm interested in succulents too and Calif natives.

I don't want plants that that look dead unless they are in bloom. I'd like to have something in bloom each season so there is always flowers in the front yard.

Can I mix plants from different parts of the world and have a healthy, flowering front yard garden?

Any suggestions??
