lawn removal + mulch on slope

Hello - I would love some suggestions about how best to remove or just kill off part of our front lawn (in reaction to water rationing in San Diego area) and what type of mulch might adhere best to this same area, all of which is on a slope. If we just kill the grass (Roundup), lay mulch on top, and only dig where absolutely necessary to put in new plants and change the irrigation, is this a disaster in the making once the rains come? Currently it's a tall fescue lawn with various weeds mixed in.

I've been digging up and removing a lot of grass in a different area of out yard, and I'm rapidly tiring of all this hard work! Plus I got one bid to have the grass cut out with a sod cutter (which is difficult on our slope because the machine isn't designed for slopes) and it was pretty expensive. The area is 2500 square feet.
