How Big Should My Rose Plants Be?

I just ordered 2 iceberg climbing roses. I thought they were going to be the one gallon size but they are actually one quart or "band" size. Each plant has 2 canes about 1/4 inch thick and 15 inches tall and lots of leaves which are starting to green up.

My question: can I put them in the ground or should I pot them? I live in south Orange County, near Mission Viejo. The area is full sun and HOT in the summer.
