hillside frustration

I've been trying to plant on a deer-infested hillside behind my house. It's hard to protect things for long, so one thing I planted were Fremontodendrons. They are happy and grow quickly, but once they reach 6-7 feet tall they basically get top-heavy and start to topple over, at which point the deer grab them and just yank them down.

Sunet says hillsides are good for these plants due to good drainage, but I'm not so sure.

Should I just consider this a failed experiment or is there something I can do?
