pruning deciduous magnolia tree

I recently moved and have a deciduous magnolia tree in my front yard. I'm new to gardening so I'm confused about when and how I should prune it. I've heard conflicting reports from various sources: 2) I should prune it now while it's dormant and 2) I should wait until after spring-blooming. Please advise!

Also what should I do about what I think are called "shooters," the almost perpendicular small branches that are growing from the larger branches?
