Newbie question about soil and watering

Hello everyone, I've been lurking on the forums for a while and I wanted to first say thanks for all of the great info that you've provided.

I live in Gilbert and I am building a new, raised bed garden and I have a few questions. I have two raised beds, 4'x18' each with a 4' wide path between them (along the 18' sides).

1. Should I plant in rows that run E-W (the direction of the shorter 4' sides) or should I go with long rows that run N-S?

2. My beds are 15" high and I need to fill them. Should I just dump a garden mix from a rockyard into the beds and be done or should I till down into the native soil? I've seen some posts where people have said that they had to mix some native soil into the beds to get a mix that the plants like.
