newbie with soil test result questions

Just got my first ever soil sample done and have questions about the recommendations. First here are the results

pH 6.6

phosphorus 42 ppm

potassium 21 ppm

magnesium 18 ppm

all of which are listed as below optimum.

the recommendation is to broadcast 1-2 lbs magnesium per 1000 sq feet

AND

"one of these two options -

1. Put all your nitrogen on before planting

29 lbs. 12-12-12 per 1000 sq. ft

6 lbs. 0-0-62 per 1000 sq. ft

or

2. Apply some nitrogen at planting then sidedress nitrogen later as the plants grow.

6.7 lbs. 11-52-0 per 1000 sq. ft.

11.6 lbs. 0-0-62 per 1000 sq. ft.

Then come in later in the season About 6 to 8 weeks after planting, apply - 2 to 4 lbs. 46-0-0 per 1000 sq. ft."

I have never used chemicals in the garden. Twice a year I add manure, and in the fall I add leaves. But the soil is terribly sandy and it would be great to have veggies growing there. Option 1 above suggests 29 pounds of fertilizer per 1000 sq feet!!! Can that be right? There is a creek not too far away and all I can think about is the rain washing everything to the creek. Would you experienced gardeners follow these recommendations?
