Questions on 'Nancy Reagan'

Hi all!

I'm currently enjoying the kind of garden everyone else gets to enjoy during the spring. Being my gardens growing season I'm working on getting my roses as healthy as possible to ensure their survival during the brutal summer months. Most are taking while others are lagging behind. One suck lagger is my Nancy Reagan. This is the third time I attempt to grow this rose. First two times were from Jackson and Perkins on Dr. Huey (I later learned the root stock and my S. Florida location were part of the culprits for the deaths) and now I'm trying to grow this rose on Fortuniana with, again, much difficulty.

Can anyone offer up any suggestions or insight based on your experience growing this rose? I thought about shovel prunning her but I have her planted next to my Ronald Regan rose and he's growing beautifully, producing massively impressive roses. It would be a shame to separate these two if something could have been done to prevent this.
