Disfiguring of trees near power lines

I've noticed that in some neighborhoods, the power companies' tree cutters seem to have free reign, disfiguring trees growing near power lines with abandon, while in other areas they prune much more conservatively, clearly constrained in what they are permitted to remove so as not to devalue the adjacent property. I assume in the latter case that influential residents have moved to prevent the damage to the trees from occurring. My question is addressed to those who have actually faced this problem and successfully limited the city or the utilities in tree cutting near power lines - what did you do to effect the change?
