Question on rose leaves and protection

I have a Westerland rose that is still very green and full of leaves. I know this is the usual time for protecting the roses, by the "around Thanksgiving time" adage. Should I be pulling off all the leaves? Then mulching. The rose must not be done with it's leaves yet. I'd have to tug them off lol. How long can I go on waiting for the rose to reach a dormancy before mounding with leaves? Keeping in mind that Westerland is only hardy to zone 5 with winter protection. Will it hurt the rose to leave the 'leaves' on and protect?

I don't have any hips to leave on, as she hasn't bloomed at all yet. I haven't fertilized since early August (the 5th was last time). She was also an ownroot rose from Heirloom roses, so I don't have a 'bud union' to worry about planting deeper.
