Orange Tree Possible Ant Problem

The FAQ indicates ants may not be a problem with my tree, but something is difinitely sucking the life out of the oranges and eating the leaves. I have washed what looks like scales off the limbs, and it comes back within days, so I'm still suspecting the ants.

The ants are small and black.

The tree is in a large pot and this is the second year for produce. First year was meager; this year looks pretty good. Tree is about 5 years old, about 5 feet tall, healthy except for whatever is eating the leaves and killing off small new growth.

Washing the tree off every day is becoming problematic. Could I spray the tree? and if so, with what? Ant spray?
