Question regarding no-spray teas being need-spray further north

I keep seeing information that teas that were no-spray in my Florida garden (Duch. de Brabant for one, please excuse spelling) need spraying here in zone 6. I know they aren't reliably hardy here and have no intention of planting one. I'm just confused as to why it would require spraying just because the climate is colder.

I can't believe the BS situation is any worse here than it was in Florida!

I find this more northern gardening to be so confusing. :x
