Help! 5-Yr old carpet roses - hideous looking

I'm a inactive Master Gardener so I have a fair bit of knowledge about roses, but this has me stumped. I have 14 carpet roses (landscaper planted so I don't know exact variety). In their fifth season, they just look horrible. They flowered early on in the spring, but after that they started to look like 70% "sucker"-type roses ... very thorny, bushy/miniature leaves, poor or non-existant flowers. The strange thing is that these horrible looking canes are not coming off rootstock. They are growing right off a healthy normal cane (or what appears to be normal). I tried to prune them off, but they come right back and appear to be taking over. I'm about ready to rip out 14 rose bushes. I have lots of other roses and have never had this happen. Any suggestions would be greatly appreciated.
