Dr. Huey grafted roses not growing roots

Question about this: I have SP'd a few grafted roses that were planted last season, a couple of them were puny bushes (Hot Cocoa, Louis Odier). When I pulled them out, I noticed the Dr. Huey roots really haven't done any significant growing. Yes, there were some new feeder roots. But that was about all. They basically looked just like they did when I planted them.

I do plant deep, so the graft is below ground level. Is this slowing down root growth? Or is it normal for the roots not to do much for a year or two?? Or is it due to cool soil conditions in my climate??? Or ??????

One that I pulled out (Angel Face) had been in place for 3+ years, and it had some OK root growth.

Hmmmm.
