Is Chrysler Imperial on its own roots a strong plant?

I have two CIs that are grafted but not on fortuniana so I have them growing in 20-gallon pots. They were KMart $6.99 roses in spring, 2008. I never had any delusions that they were quality plants and at the beginning didn't even like the fragrance, but now I do like it very much. As I suspected, they just aren't thriving. Lots of canes have died, and the remaining ones are very thin with no big cane breaks. They do bloom, amazingly enough. Very likely I'm not feeding them enough which is aggravating their situation. So, to have a strong healthy growing plant, I'm very tempted to order two virus indexed replacements from RU. Does anyone grow CI own root? He does reasonably well against BS without spraying, and his flowers are really to die for. What do you think?

And how long do you think an own-root CI would last if planted in the ground in very amended Florida sandy soil? It would be an interesting experiment.
