Yes, it is certainly a cool and somewhat damp year here in S.E. Michigan as well. I have planted some tomatoes out in the garden, they are slowly settling in and growing. As far as brussels sprouts go, I think you reall could plant them any time. I planted mine out almost a month ago from transplants started first week of April -- I find the earlier I plant them, the larger the plants and higher the yield. I have done them from seed as late as 4th of July, they just don't get as tall. I have grown sugar snap and snow peas here all summer, from succession sowings. I planted my main crop of peas on the last saturday in March, but I planted a few more just about 2 weeks ago. Most years, this works out fine. If we have an exceptionally hot summer, they do fizzle out early, but it seems like I always get some kind of crop. On the other hand, if we have a cool summer (which happens when the Jet Stream parks itself over Kentucky and bottles the Gulf heat and humidity up to our south), I've had the same vines produce well into the late summer as long as I keep them picked and spray them a couple of times for fungal diseases. As with the above reply, at some point, you just HAVE to plant, and hope that the weather improves. I have corn, beans, tomatoes, peppers, cukes, eggplants, etc., in my greenhouse, just waiting to go into the ground. I was going to plant a lot of it this weekend, but the NWS is predicting FROST here on tuesday night, with highs tuesday and wednesday once again in the upper 50's, so I'm waiting at least a few more days. Yes, there are some years, here in Michigan, that are great years for lettuce, peas, cabbage, spinach, etc., when the summers are clear, crips,and we have to turn on the air conditioning maybe five or six days all summer. Then, there are other years when it's hot and muggy all summer long, and you can hardly stand to go outdoors for more than a few minutes at the time because of the heat, humidity, and mosquitos. These are the years that melons, eggplant, peppers, etc., just thrive. I just wish someone could tell me well in advance, like in January, what the upcoming summer would bring, so I would know whether I should plant a whole lot of peas and cabbage and onions and potatoes, or a whole lot of melons, okra, sweet potatoes, and peppers.

Here's a quick reference guide for growing veggies here. I see nothing in it about growing anything in July. I wait until early September to plant warm weather veggies. I will start some tomatoes, peppers and eggplants in pots in August, to be ready for their final transplant in October. Then I'll plant cool weather crops after Thanksgiving. I have tomato seedlings in my cold frame, but I will not plant them before May 1st -- and even then I tend to wait until mother's day. I'm keeping on my normal schedule. You never know if a cold snap is around the corner.
