Pet safe, clean mulch?

I am in need of mulch to place around the knockouts and the Bonica's I planted around my parking lot, but since we are a dog grooming shop we have tons of dogs coming in and out every day (up to 40) and I want something that is safe and not messy, since I cannot guarantee my clients will keep their puppies out of my beds. I am planning on putting up borders, but they will probably not keep out the dogs 100%, so I need some advice. Most of the ones I have looked at at Lowes are not labled safe and our local nursery just looked at me like I was crazy.

My hubby wants me to use the rubberized shredded recycled tires, but I refuse cause that is not eco friendly and will not help the soil at all plus make it hard to clean up...

Pinestraw is out cause I know how bad that is to clean up.

I am using pea gravel in my elevated beds and my pots, so I am not oppsed to that, but was hoping for something that would aid in fertilizing when it decomposes.
