Only applying compost, and nothing else, as a mulch

I know someone who uses only compost, out of bags bought at the store, about once a year, as topdressing for beds. There is usually nothing as a mulch.

This isn't going to be successful in creating a good habitat for worms, because there is nothing for them to break down (compost already broken down), correct?
