How do I apply a leaf mulch?

I have plenty of leaves - maple, ash and oak.

I have things I think might benefit from being mulched: hostas, tulip beds, and strawberries.

I read conflicting advice: apply mulch, but don't leave decaying organic matter around your plants because it might cause/promote disease. Apply mulch, but don't cover the plant's crowns.

My garden has done okay for the last seven years without me doing anything to promote the growth of the hostas, tulips or strawberries. But the tulips seem to be declining, the hostas had a bad year this last one due to too much sun, and the strawberry harvest was pretty weak.

Should I pile up 4-6 inches in the beds? If so, do I pull it off in the spring? How do I avoid hurting the new growth then?

Should I just leave it alone and scatter some fertilizer?

Should I apply a half inch of finished compost? Now or in the spring?
