river birch lacy dead leaves

A hot summer so far in the Central Plains. My river birch has been dropping junk all spring and summer. Now it is yellowed leaves, which I understand is due to the very hot and dry weather. However, I see that many leaves on the ground (I can see none on the tree itself right now) are brown with a very lacy/filigreed look. Is this a natural result of the fallen leaf or do I have some sort of disease in this tree. I water regularly, but suspect that this tree is just in a poor location for moisture in dry times. A clump birch elsewhere in the yard is doing fine.
