Defoliated roses

My poor garden has been assaulted by woodchucks, a plague of rabbits, slugs, snails, etc. this year. In Vermont, we had a very mild winter, which I think contributed to my problems. Anyway, several of my roses, which normally don't give me any problems, have completely defoliated, either from blackspot or from being eaten, and I'm unsure what to do about it. Should I cut them back in the hopes of stimulating new growth, or just leave them alone? Should I put down alfalfa pellets or give them more water? Some of the worst ones are Baronne de Prevost, and William Shakespeare 2000 if that helps.
