What level of blackspot control can really be achieved w/sulfur?

How effective is sulfur really in areas of heavy BS, assuming that it's sprayed every week and after heavy rains? If a rose was going to defoliate, can sulfur help it to keep 25% of the leaves? 50%? 75%? 100%?

I live in the humid Midwest, where BS starts after the first flush in early June. By July, susceptible roses are 100% defoliated. No rose is unaffected. Even the most resistant roses lose 10-20% of their leaves (bottom 1-2'). Japanese beetles also descend at this time. Between BS and JBs, the roses are weak and bare going into the hottest months of the year. JBs continue to ravage until August. Roses grow back some leaves in August, just in time for BS to strike again in September.

What kind of results can I reasonably expect from sulfur? Or is mine a pretty hopeless case for anything but tebuconazole (Bayer)?
