Roses in cottage garden..Should I give up?

I need advice from those of you who have cottage gardens. I have 2 very long driveway borders in which I have planted a variety of roses, Comtesse du Cayla, Safrano, Mutabilis, Perle des Jardins, Louis Philippe, etc. I love every one of these roses, but I am having trouble with my self-seeding annuals (and perennials) overwhelming the roses. They look great in the spring, but by this time of year, the borders look messy and overgrown. I need help. Should I have given the roses a head start so they would have risen above the crowd? They are relatively young roses. Should I limit the amount (or variety)of companion plants? Perhaps I need to be more judicious in my selection of companions.? Cottage gardeners, what do you do? Thanks.
