Transplanted Crepe Myrtle

I live in Southern California. I transplanted a smallish crepe myrtle tree in late winter/early spring. So far, it has no growth on the top, looks like it's still dormant. My other two crepe myrtles are full and lush. Now I have noticed "suckers" growing from the base of the transplanted tree. Can I cut off the suckers, now that it's summer? Should I wait? Should I do anything else? Thanks for your advice!
