Treating Soil For Rust

Hi!

I had just dug up my Silver Lady fern and re-potted it because it was showing signs of being affected by rust. I had planted this fern in this corner in my yard 2 months ago. I have had this fern in a pot for 2 years under a birch in my yard prior to planting it where it started showing signs of rust.

Can soil be treated for rust? I was inspecting the hole and the soil in the ground where my fern was. There is this orange, sandy residue on one part of the hole in the soil that resembles salt and orange paprika mixed together.

If you have any advice on treating my fern too, I would appreciate hearing your recommendations. So far, I have cut off the affected fronds and have sprayed the fern with Schultz's Fungicide 3 (Schultz's Neem).
