Plant dried Echinacea Heads in fall and have them sprout ?

Hello Perennial people!

My question is about Echinacea. I've had a friend give me about 10 very full plants. The leaves are still green, but the seed heads have dried, turned brown and are starting to look done for the season. I'm planting them tomorrow in a new community garden I'm building.

Can anyone tell me if I plant them should I cut off the dried tops? If I do cut off the tops of the flowers I hate to just throw them away. Can I plant them under the soil in the garden bed with the idea that more will come up in the Spring?
