parking lot tree death and why it annoys me...

It seems like almost any new retail plaza I go to, 80% of the parking lot trees are dead, or declining rapidly. I can't help but think it's due to several reasons:

1. Wrong tree type for that environment

2. Not properly watering the trees (more like NEVER) during establishment period

3. Mulch volcanos and/or improper planting techniques

Agree/disagree? What are your observations in this regard?

I have noticed that this year, the only newly planted parking lot trees in my area are doing very well, probably because of the above-normal rainfall...but most of the ones planted last year are dead as a doornail (drought last summer...)

It costs these establishments a lot more money to replant over and over than it would to get the right tree and take care of it, yet it seems that it's the same thing over and over again, plant a Zelkova/Callery Pear/Honeylocust and then leave it to die.
