Update and questions about my crape myrtle

I posted last week that one of my crape myrtles did not look good. Then, only one of the 4 large stems were showing signs of life. I didn't do anything and have now discovered that 2 other stems have small growth on them. The tree still looks pretty bare compared to others in my neighborhood.

So I'm assuming it must not be dead, just delayed this year for some reason. I know that you're not supposed to fertilize a stressed plant, but I was wondering if adding some "root Grow" would cause more harm then good?
