Roses for the South = Deep South?

I have seen the reference "roses for the South" several places, I am assuming that means zone 7 or 8, as in the Deep South?

Kentucky is really the beginning of the South (and very Southern culturally) but still zone 6 and very Midwestern, near Ohio and Indiana. Does this mean that Chinas and Teas, which grow well in the South, would be too chilled here? It does get down to 10 degrees or below sometimes in the Winter.
