very vigorous, hardy, pest free rose climber?

Rose lovers I need your expertise:

A family member has a picture post card farmhouse with a beautiful surrounding property. The location is listed as zone 5 but his specific property is in a micro climate as it is on a higher elevation and so is subject to wind much of the year.

Encompassing the very large lawn is a traditional low open cedar rail fence (rails running parallel to the ground).

He wants to plant a series of fast(er) growing hardy pest free roses which will climb vertically only a 3 or 4 feet but then continue to climb horizontally so as to drape over the continuous rail fence.

They would prefer the rose not be red but that isn't crucial if it means the plant has the characteristics listed in the subject line.

I was thinking of the Explorer rose "John Cabot" but I would imagine that there are some newer varieties that he should consider?

Of course suggestions are most welcome.
