Don Juan needs your help

Hi I have an old (more that ten years) Don Juan climbing rose on my Arbor. It had been invaded by morning glory when we first moved here so I had to cut it way back to get rid of all the MG. We have since built an arbor over the deck for it to grow on and it has covered almost half of it.

My question and were I need help is - This rose has at least 3 large cans coming up from the root stock. I know I need to remove them I just don't know how and when. I have needed to this for a while and now the bad (gets black spot)canes are intertwined with the ones of the Don Juan. Is it best to cut the whole thing down as before and start again? replace it with a New Dawn?
