Ident ify what is chewing off plants

Hi,

I am asking a question for my sister who lives in a sub-division in South NJ. She has various perrenials and annuals planted in her front yard, and lately,she is finding stems of plants bitten off about 10" high sharp,and at an anlge and then the flower stems just dropped on the ground. The creatures are biting off liatris, summer snapdragon, helianthus, all kinds of things. Deer and rabbit repellant ( liquid fence ) and dried blood have not discouraged them.

What is doing this? Rabbit, woodchuck, squirrel, deer? The only creatures she has seen are rabbit and squirrel.
