Any ideas on transplanted Red Oak tree

Last year I had a large red oak (25-30 ft) professionally transplanted. About three weeks after transplanting the leaves dropped, despite frequent watering. Over the winter the tree did grow, and buds formed this Spring. Then we had a very unusual hard freeze. Now the tree has some small buds that have a little green, but no leaves yet. I am in NE Kansas, and every other tree has full leaves by now. In checking some branches I noticed some are dead, while others still have some green and bend to them. Any ideas what the problem is? The soil outside the immediate area (6 foot circle around the tree) of the tree is very high in clay, and has poor drainage.
