Phytophthora resistant roses for zone 4?

Hoping someone can help.

My mother wants to put in a lot of various roses, but she hasn't had much luck in the past. She would like to know which cultivars can be found self-rooted, hardy to zone 4, and are resistant to Phytophthora crown rot. The soil was tested a few years ago: 3 different species of Phytophthora. We haven't been able to find a list of any roses resistant to crown rot. Lots of lists of ones resistant to Black Spot, none for crown rot. Even several "disease resistant" roses have succumbed to crown rot. So far, the only successful ones she has grown are Carefree Beauty, Sandy, a yellow rambler, and an ancient huge pink Old English rose that came with the house.
