Can I save my bare root roses that have dried out?

I purchased 40 bare root roses. The roots have been in temporary dirt for about 30 days. 1/2 of them already have leaves and seem to be doing very well. The other half have no leaves and are all dried out. They have been sitting in the ground right next to each other so I'm not quite sure why they are growing differently.

The ones that are dried out are still green, but very dry. Is there anything that can be done to save these?
