New Roses, what's wrong?

Preface: I'm a complete newbie to plants and roses, so these are probably stupid questions, be kind.

So when I got my roses, I potted them up because the beds weren't ready for them. It has rained like crazy since then, so I'm worried they've gotten too much water. The rugosa has yellowing on the new growth and some of the old growth.

I'm not sure what it is, or what to do. The bed is prepared, so I could plant it in the ground. Is it ok to move it after it has only been in the pot for a couple weeks?

These are the other two I got at the same time, neither of them have yellowing on the leaves, though there is some leaf damage on both.

Basically, I want to know if it is ok to put them into the ground now (as soon as the ground dries a little), or if they need to stay in their pots for a while to get over being transplanted to the pots in the first place.
