balling hybrid perpetuals

during/after my spring flush I took account of most of my roses and did some deadheading, etc...

I noticed, yet again, that my Hybrid Perpetuals: La Reine and Baronne Prevost... and my one Portland, Comt de Chambord are balling a fair amount and they don't bloom as much later in the year as some other of my roses.

I'm living in zone 9/10 inland SW 18. It's pretty hot and dry here and we have not had a ton of rain. All three of these roses were planted 2010, so they've had a good 3 years. the HPs are nice big healthy looking bushes so they seem reasonably happy.

Is this just something that I should expect? I'm not sure if I'm willing to tolerate two HPs near each other which are similar in appearance and both ball a lot and don't bloom as much as some of my other favorites.
