poor drainage in ditch

First off, I've looked through the archives and still need your help. I've planted some plants in a ditch that gets water after rain. The ditch is near the road so it gets runoff & my goal was for the plant roots to absorb some of the runoff. It's squishy & muddy in the ditch the next day or two after rain. For the most part, I planted plants that are "good" with water, like red twig dogwood. However, I think it's too wet for my pieris japonica so I want to amend the ditch. Before planting, I added compost & old cut grass but it did not improve drainage. Should I: (1) dig up pieris, add amendments (if so, WHAT exactly?) & replant in same spot, or should I move it to the slope, where it gets better drainage? Here's a photo of pieris in ditch, you can see the standing water in the foreground. Sorry if this has been asked & answered!
