Long time gardener, First time composter!

I have gardened for many years and have always simply amended my soil with purchased products from garden centers. We now live in North Texas and our soil is extremely poor. I want to amend it with compost and I think I have all the materials available to create a good compost pile.

I have a roll of four ft. tall hog wire fencing which I believe will make a good compost bin. What diameter bin should I make with the fencing? I believe it needs to be small enough to be manageable and allow for good aeration.

I have plenty of oak leaves, grass clippings, cow manure (fresh and dry), hay which I can rake up from around a hay feeder already mixed with manure, wood chips from a chipper, and dirt.

What percentage of each should I use and how should I mix them?

I know that I can add all the vegetable waste from the house and garden as well as coffee grounds and newspaper, but do I really need to considering the materials I already have available?

Should I simply fill the bin and add to it as it compresses or should I fill the bin with small amounts over time?

What else should I add to enhance the resulting compost?
