How tall is Niles Cochet (Tea) in Zone 7b?

I've not been happy with MOORE'S STRIPED RUGOSA. It's black spot resistance (and fragrance) is less than adequate for my mom's organic rose garden. I'm considering NILES COCHET (Tea) as a replacement. Been wanting to grow it for years but couldn't because of my climate zone. Now is my chance. The question is about placement. The flower bed also has MME. JOSEPH SCHWARTZ (Tea) and CRAMOISI SUPERIEUR (China). I'm certain CS will go in the front, but which Tea for the middle and back? I want the tallest Tea in the back. Is NC taller than MJS? Or is it the other way around?

BTW, how fragrant is Niles Cochet? I keep reading conflicting reports.
