Drought/Water restrictions...what's best

I live in San Antonio, which is very hot and dry. We have water restrictions frequently. Here is a snip from one of our laws:

Watering with an irrigation system or sprinkler is allowed only once a week before 10 a.m. or after 8 p.m. on your designated watering day as determined by your address.

My lot is 7,000 Square feet. Our turf requires watering (Bermuda to prevent dormancy or St. Augustine to prevent it from dying) once a week.

(The reason to prevent Bermuda from going dormant is to prevent weeds..and to comply with HOA )

I water my turf by dragging a garden hose with a sprinkler.

However, it is extremely difficult to water my entire lawn within these time constraints.

Just out of curiousity is an inground sprinkler system worth it? (This of course is a huge question and I don't expect a message to answer this)

However, what would be some basic thing information I need to look into this option?

How would I figure out the pros and cons?

What would be the first thing that I need to look into?
