Is there such a thing as too much compost in the soil?

I'm wondering if it is possible to incorporate too much compost into the soil for a vegetable garden. I was thinking that it's nearly impossible since the compost continues breaking down and becomes part of the soil, but I wanted to make sure before I start adding compost to the garden.

Also, is it best to wait until a bed is empty before adding compost and incorporating it, or can I sprinkle it on and scratch it in around the plants?
