Raw Manure in raised bed: can it be corrected?

Please help newbie gardener! I purchased "garden soil" for my new raised beds to grow vegetables. According to the seller, it consisted of top soil amended by cow manure and sandy loam. I was suspicious as it really smelled like raw manure but unfortunately proceeded with planting. It appears that plants (tomatoes, pepper, salad, etc.) are burning out (look unhealthy with yellow/brown leaves) and I read that it happened due to excess of ammonia in not fully decomposed manure. Is it possible to save plants or it's already a lost cause?
I'd greatly appreciate any advice you can give.
